Stat. tit. 62, § 62-35.2","heading":"Legislative intent","body":"It is the intent of the Legislature, through enactment of the\n\nInformation Technology Consolidation and Coordination Act, to:\n\n1. Reform and consolidate the information technology structure,\n\noperations and purchasing procedures of the state to ensure that\n\nstate government promotes and encourages private sector growth in a\n\ncompetitive global economy;\n\n2. Move state government forward with respect to electronic\n\npurchasing, billing and payment services, and other transactions, to\n\nensure that the state delivers essential public services to its\n\ncitizens in the most efficient manner at the lowest possible cost to\n\ntaxpayers;\n\n3. Streamline and consolidate systems for financial and\n\nadministrative services, with particular emphasis on combining the\n\nseventy-six financial systems, twenty-two unique employee time and\n\nrecord-keeping systems, seventeen types of document imaging systems,\n\nthirty data center locations and one hundred twenty-nine electronic\n\nmail and smart phone services used by the state; and\n\n4.
