All appropriated and nonappropriated state agencies shall be\n\nrequired to use the following information technology services and\n\nsystems operated and maintained by the Office of Management and\n\nEnterprise Services for all agency functions:\n\n1. Data Service Center of the Information Services Division;\n\n2. Networking services;\n\n3. Communication or intercommunication systems;\n\n4. Electronic mail systems; and\n\n5. Data and network security systems.\n\nB. All appropriated and nonappropriated state agencies shall be\n\nrequired to exclusively use the following programs, services,\n\nsoftware and processes provided through the Integrated Central\n\nFinancial System known as CORE and as implemented by the Office of\n\nManagement and Enterprise Services and shall not utilize any\n\nprograms, services, software or processes that are duplicative of\n\nthe following:\n\n1. Payroll;\n\n2. Employee leave system;\n\n3. Human resources;\n\n4. Accounts receivable;\n\n5. Accounts payable;\n\n6. Purchasing system;\n\n7. Budgeting system;\n\n8. Enterprise Learning Management (ELM);\n\n9. Budget request system;\n\n10. Asset management; and\n\n11. Projects, grants and contracts, which includes federal\n\nbilling.\n\nC.
