There is hereby created the Task Force on Municipal Finance.\n\nB. The Task Force shall be composed of nine (9) persons to be\n\nselected as follows:\n\n1. The Governor shall appoint two persons representing\n\nmunicipalities as follows:\n\na. one person representing a municipality with a\n\npopulation of less than fifty thousand (50,000)\n\npersons, and\n\nb. one person representing a municipality with a\n\npopulation in excess of fifty thousand (50,000)\n\npersons but not in excess of one hundred thousand\n\n(100,000) persons;\n\n2. The Speaker of the Oklahoma House of Representatives shall\n\nappoint:\n\na. one person representing a municipality with a\n\npopulation in excess of one hundred thousand (100,000)\n\nbut not in excess of four hundred thousand (400,000)\n\npersons according to the latest Federal Decennial\n\nCensus, and\n\nb. a member of the Oklahoma House of Representatives;\n\n3. The President Pro Tempore of the Oklahoma State Senate shall\n\nappoint:\n\na. one person representing a municipality with a\n\npopulation in excess of four hundred thousand\n\n(400,000) persons according to the latest Federal\n\nDecennial Census, and\n\nb. a member of the Oklahoma State Senate;\n\n4. One member to be appointed by a statewide nonprofit\n\norganization the membership of which consists primarily of\n\nmunicipalities organized under the laws of the State of Oklahoma and\n\nwhich organization supports the functions of such municipalities;\n\n5. One member who shall be the Director of the Office of State\n\nFinance or a designee; and\n\n6. One member to be appointed by the Oklahoma Tax Commission.\n\nC. Members of the Task Force shall serve at the pleasure of the\n\nappointing authority. Vacancies shall be filled in the same manner\n\nas the original appointment.\n\nD. The Task Force shall hold an organizational meeting not\n\nlater than September 30, 2010.\n\nE. The Task Force shall select from among its membership a\n\nchair and cochair.\n\nF. A quorum of the members present at a meeting of the Task\n\nForce shall be sufficient to conduct any business or to take any\n\naction authorized or required.\n\nG. The Task Force shall be exempt from the Oklahoma Open\n\nMeeting Act, but shall provide a reasonable notice of its meetings\n\nat least seven (7) days prior to a meeting. The notice shall be\n\nposted electronically on the website of the Oklahoma House of\n\nRepresentatives or the Oklahoma State Senate or both. Notices may\n\nbe posted at such location or locations within the Oklahoma State\n\nCapitol as the Task Force may direct.\n\nH. Travel reimbursement for members of the Task Force who are\n\nlegislators shall be made pursuant to Section 456 of Title 74 of the\n\nOklahoma Statutes. Travel reimbursement for other members of the\n\nTask Force shall be made by the respective appointing authorities\n\npursuant to the State Travel Reimbursement Act.\n\nI. Staff assistance for the Task Force shall be provided by the\n\nstaff of the Oklahoma House of Representatives and the Oklahoma\n\nState Senate.\n\nJ. The Task Force shall be exempt from the Oklahoma Open\n\nRecords Act.\n\nK. The Task Force shall examine the laws governing municipal\n\nfinance for all forms of municipal government and shall give\n\nspecific attention to:\n\n1. The existing sources of revenues available to municipal\n\ngovernment;\n\n2. The requirements for establishing and maintaining sinking\n\nfunds;\n\n3. The laws governing the creation and maintenance of separate\n\naccounts within municipal general funds;\n\n4. The laws governing the investment or other use of municipal\n\nrevenues;\n\n5. The laws governing the establishment of municipal reserve\n\nfunds similar to the Constitutional Reserve Fund created pursuant to\n\nSection 23 of Article X of the Oklahoma Constitution for the State\n\nof Oklahoma; and\n\n6. Such other matters related to municipal finance as the Task\n\nForce may deem to be relevant.\n\nL. The Task Force shall make a final report containing any\n\nrecommendations for changes in the law governing municipal finance\nof municipal reserve\n\nfunds similar to the Constitutional Reserve Fund created pursuant to\n\nSection 23 of Article X of the Oklahoma Constitution for the State\n\nof Oklahoma; and\n\n6. Such other matters related to municipal finance as the Task\n\nForce may deem to be relevant.\n\nL. The Task Force shall make a final report containing any\n\nrecommendations for changes in the law governing municipal finance\n\nto the Governor, the Speaker of the Oklahoma House of\n\nRepresentatives and the President Pro Tempore of the Oklahoma State\n\nSenate not later than January 31, 2011.\n\nM.
