There is hereby created in the State Treasury a fund for the\n\nOffice of Management and Enterprise Services to be designated the\n\n\"Digital Transformation Program Revolving Fund\". The fund shall be\n\na continuing fund, not subject to fiscal year limitations, and shall\n\nconsist of monies designated to the fund by law. All monies\n\naccruing to the credit of the fund are hereby appropriated and may\n\nbe budgeted and expended by the Office of Management and Enterprise\n\nServices for the purpose of implementing digital transformation\n\ninitiatives, and upon request of the Oklahoma Department of\n\nCommerce, to pay for administrative support expenses for the Rural\n\nBroadband Expansion Council as provided by Section 3 of this act.\n\nExpenditures from the fund shall be made upon warrants issued by the\n\nState Treasurer against claims filed as prescribed by law with the\n\nDirector of the Office of Management and Enterprise Services for\n\napproval and payment.\n\nB. Monthly the Director of the Office of Management and\n\nEnterprise Services shall submit reports to the Speaker of the\n\nOklahoma House of Representatives, the President Pro Tempore of the\n\nOklahoma State Senate, the Chair of the Appropriations and Budget\n\nCommittee of the Oklahoma House of Representatives and the Chair of\n\nthe Appropriations Committee of the Oklahoma State Senate detailing:\n\n1. Expenditures from the Digital Transformation Program\n\nRevolving Fund; and\n\n2.
