Stat. tit. 62, § 62-45.3","heading":"Agency strategic plan – Elements required – “Capital","body":"improvement” defined.\n\nA. Each state agency shall make a strategic plan for its\n\noperations. The first strategic plans will be due October 1, 2001,\n\nand in each subsequent even-numbered year. Each state agency plan\n\nshall cover five (5) fiscal years beginning with the next odd-\n\nnumbered fiscal year.\n\nB. The Office of Management and Enterprise Services shall\n\ndetermine the elements required to be included in each agency's\n\nstrategic plan. Unless modified by the Office of Management and\n\nEnterprise Services, and except as provided by subsection C of this\n\nsection, a plan must include, but is not limited to, the following\n\nitems:\n\n1. A statement of the mission and goals of the state agency;\n\n2. A description of the indicators developed under this act and\n\nused to measure the output and outcome of the agency and its\n\nprograms;\n\n3. Identification of the groups of people served by the agency,\n\nincluding those having service priorities, or other service measures\n\nestablished by law, and estimates of changes in those groups\n\nexpected during the term of the plan;\n\n4. An analysis of the use of the agency's resources to meet the\n\nagency's mission, including future needs, and an estimate of\n\nadditional resources that may be necessary to achieve said mission;\n\n5. An analysis of expected changes in the services provided by\n\nthe agency because of changes in state or federal law;\n\n6. A description of the means and strategies, including cost-\n\ncontainment strategies and efficiency proposals, for meeting the\n\nagency's needs, including future needs, and achieving the goals for\n\neach area of state government for which the agency provides\n\nservices;\n\n7. A summary of the capital improvement needs of the agency\n\nwhich were provided to the Long-Range Capital Planning Commission as\n\nrequired by Section 901 of this title; and\n\n8. Other information that may be required.\n\nC. A state agency's plan that does not include an item\n\ndescribed by subsection B of this section must include the reason\n\nthe item does not apply to the agency.\n\nD. Each state agency's plan shall be submitted at the same time\n\nas the estimate of funds needed developed pursuant to Section 34.36\n\nof this title.\n\nE. A state agency shall send one copy of the plan each to:\n\n1. The Governor;\n\n2. The President Pro Tempore of the State Senate;\n\n3. The Speaker of the House of Representatives;\n\n4. The Legislative Oversight Committee on State Budget\n\nPerformance;\n\n5. The Chair and Vice Chair of the Joint Committee on\n\nAccountability in Government;\n\n6. The Director of the Office of Management and Enterprise\n\nServices; and\n\n7. The State Auditor and Inspector.\n\nF. In this section, \"capital improvement\" means any building or\n\ninfrastructure project that will be owned by the state and built\n\nwith direct appropriations or with the proceeds of state-issued\n\nbonds or paid from revenue sources other than general revenue at a\n\ncost of at least Twenty-five Thousand Dollars ($25,000.00) and has a\n\nuseful life of at least five (5) years.","path":["OK Code","Title 62"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os62.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"9727c423b214e8fac6219e47aeec70fb1238bff9ca47a420ead135c1bb6f3697","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-62-62-45.2","next":"us-ok/okla.-stat.-tit.-62-62-45.4"},"notice":"GroundRules: Original legal text.
