Stat. tit. 62, § 62-46.3","heading":"Transfer of surplus funds accruing to General Revenue","body":"Fund for 2007.\n\nA. On July 1, 2007, or as soon thereafter as feasible, the\n\nOffice of Management and Enterprise Services shall transfer the\n\nfollowing amounts of surplus funds which accrue to the General\n\nRevenue Fund of the State of Oklahoma for the fiscal year ending\n\nJune 30, 2007, over and above that which is placed in the\n\nConstitutional Reserve Fund pursuant to Section 23 of Article X of\n\nthe Constitution of the State of Oklahoma for the fiscal year ending\n\nJune 30, 2007:\n\n1. The first Ten Million Dollars ($10,000,000.00) to the\n\nfollowing entities in order to provide funding for the incremental\n\nrevenues necessary to fund the employer contribution rate increases\n\nprescribed by Section 17-108.1 of Title 70 of the Oklahoma Statutes\n\nresulting from the enactment of Enrolled Senate Bill No. 357 of the\n\n1st Session of the 51st Oklahoma Legislature:\n\na. Six Million Six Hundred Twenty-one Thousand Four\n\nHundred Sixty-eight Dollars ($6,621,468.00) to the\n\nState Board of Education to transfer to the\n\nappropriate dispensing fund,\n\nb. Two Million Eight Hundred Twenty-one Thousand Ninety-\n\nthree Dollars ($2,821,093.00) to the State Regents\n\nRevolving Fund (210) of the Oklahoma State Regents for\n\nHigher Education,\n\nc. Five Hundred Thirty-one Thousand Eight Hundred Fifteen\n\nDollars ($531,815.00) to the State Career Technology\n\nRevolving Fund of the Oklahoma Department of Career\n\nand Technology Education,\n\nd. Two Thousand Nine Hundred Twenty-two Dollars\n\n($2,922.00) to the Oklahoma Department of Corrections\n\nRevolving Fund of the Oklahoma Department of\n\nCorrections,\n\ne. Eleven Thousand Seven Hundred Eighty Dollars\n\n($11,780.00) to the Oklahoma School of Science and\n\nMathematics Revolving Fund of the Oklahoma School of\n\nScience and Mathematics, and\n\nf. Ten Thousand Nine Hundred Twenty-two Dollars\n\n($10,922.00) to the School for the Blind/Deaf\n\nRevolving Fund (205) for the Department of\n\nRehabilitation Services;\n\n2. The next Ten Million Dollars ($10,000,000.00) to the State\n\nEmergency Fund;\n\n3. The next Twenty-two Million Dollars ($22,000,000.00) to be\n\nallocated to the following entities for purposes of a teacher salary\n\nincrease:\n\na. Nineteen Million Nine Hundred Fifty-three Thousand One\n\nHundred Thirty-three Dollars ($19,953,133.00) to the\n\nState Board of Education to transfer to the\n\nappropriate dispensing fund for teacher salary\n\nincreases as provided for in Enrolled House Bill No.\n\n1134 of the 1st Session of the Oklahoma Legislature.\n\nThese funds shall be distributed in the same manner as\n\nfunds appropriated to the State Board of Education for\n\nthe financial support of public schools,\n\nb. One Million Seventy-three Thousand Six Hundred Four\n\nDollars ($1,073,604.00) to the State Board of\n\nEducation to transfer to the appropriate dispensing\n\nfund shall be used to implement the Science and\n\nMathematics Advanced Recruiting Technique Program\n\nwhich shall provide incentives for the employment of\n\npersons in the common schools of the state who have\n\nadvanced degrees in science, mathematics or both such\n\ndisciplines,\n\nc. Eight Hundred Forty-five Thousand Seven Hundred\n\nSeventy-eight Dollars ($845,778.00) to the State\n\nCareer Technology Revolving Fund of the Oklahoma\n\nDepartment of Career and Technology Education,\n\nd. Seventy-three Thousand Seven Hundred Twelve Dollars\n\n($73,712.00) to the Department of Corrections\n\nRevolving Fund to implement the teacher salary\n\nincrease for those employees eligible for such\n\nincrease, and\n\ne. Fifty-three Thousand Seven Hundred Seventy-three\n\nDollars ($53,773.00) to the School for the Blind/Deaf\n\nRevolving Fund (205) for the State Department of\n\nRehabilitation Services to implement the teacher\n\nsalary increase for those employees eligible for such\n\nincrease;\n\n4. The next Twenty Million Dollars ($20,000,000.00) to the\n\nState Regents Revolving Fund of the Oklahoma State Regents for\nnd\n\ne. Fifty-three Thousand Seven Hundred Seventy-three\n\nDollars ($53,773.00) to the School for the Blind/Deaf\n\nRevolving Fund (205) for the State Department of\n\nRehabilitation Services to implement the teacher\n\nsalary increase for those employees eligible for such\n\nincrease;\n\n4. The next Twenty Million Dollars ($20,000,000.00) to the\n\nState Regents Revolving Fund of the Oklahoma State Regents for\n\nHigher Education for operational expenses within The Oklahoma State\n\nSystem for Higher Education;\n\n5. The next Sixteen Million Five Hundred Thousand Dollars\n\n($16,500,000.00) to the State Regents Revolving Fund of the Oklahoma\n\nState Regents for Higher Education in order to fund capital\n\nimprovements to be allocated as follows:\n\na. Five Million Five Hundred Thousand Dollars\n\n($5,500,000.00) for the University of Oklahoma,\n\nb. Five Million Five Hundred Thousand Dollars\n\n($5,500,000.00) for Oklahoma State University, and\n\nc. Five Million Five Hundred Thousand Dollars\n\n($5,500,000.00) for the regional universities and two-\n\nyear colleges within The Oklahoma State System of\n\nHigher Education;\n\n6. The next Fifteen Million Dollars ($15,000,000.00) to the\n\nOklahoma Capitol Complex and Centennial Commemoration Commission\n\nRevolving Fund;\n\n7. The next Five Million Five Hundred Thousand Dollars\n\n($5,500,000.00) to the Department of Public Safety Revolving Fund\n\nfor a study of the feasibility of implementing a statewide\n\ninteroperable communications system and for capital expenditures\n\nnecessary to upgrade and maintain the existing statewide emergency\n\ncommunications system;\n\n8. The next Four Million Dollars ($4,000,000.00) to the State\n\nRegents Revolving Fund of the Oklahoma State Regents for Higher\n\nEducation for the construction of a forensics building on the campus\n\nof the University of Central Oklahoma;\n\n9. The next Five Hundred Thousand Dollars ($500,000.00) to the\n\nResearch Support Revolving Fund of the Oklahoma Center for the\n\nAdvancement of Science and Technology for the purpose of providing\n\nfunding for seed capital;\n\n10. The next Six Million Dollars ($6,000,000.00) to the\n\nResearch Support Revolving Fund of the Oklahoma Center for the\n\nAdvancement of Science and Technology to provide funding for an\n\nOklahoma Bioenergy Center involving collaborative efforts among\n\nOklahoma State University, the University of Oklahoma and a private\n\nfoundation. The amount authorized by this paragraph shall be\n\nallocated equally between the two universities;\n\n11. The next One Million Eight Hundred Thousand Dollars\n\n($1,800,000.00) to the State Regents Revolving Fund of the Oklahoma\n\nState Regents for Higher Education for purposes of capital\n\nexpenditures for the Langston University campus if such amount is\n\nutilized to match federal monies available through the United States\n\nDepartment of Agriculture;\n\n12. The next Two Million Five Hundred Thousand Dollars\n\n($2,500,000.00) to the Rural Fire Equipment Grant Revolving Fund;\n\n13. The next Six Million Five Hundred Thousand Dollars\n\n($6,500,000.00) to the Conservation Commission Infrastructure\n\nRevolving Fund of the Conservation Commission for purposes of\n\nmatching funds available through federally authorized programs for\n\nthe rehabilitation of flood control structures;\n\n14. The next Five Million Dollars ($5,000,000.00) to the\n\nPrivate Prison and Halfway House Capacity Development Revolving Fund\n\nfor the purposes authorized by Section 561.4 of Title 57 of the\n\nOklahoma Statutes;\n\n15. The next Five Million Dollars ($5,000,000.00) to the State\n\nBoard of Education to transfer to the appropriate dispensing fund\n\nfor the Educare Program if the funds are used in connection with a\n\nmatching program with a private foundation;\n\n16. The next One Million Dollars ($1,000,000.00) to the\n\nOklahoma Department of Agriculture, Food, and Forestry to the\n\nAgriculture Revolving Fund for the Justin Whitefield Memorial Youth\n\nExpo Endowment;\n) to the State\n\nBoard of Education to transfer to the appropriate dispensing fund\n\nfor the Educare Program if the funds are used in connection with a\n\nmatching program with a private foundation;\n\n16. The next One Million Dollars ($1,000,000.00) to the\n\nOklahoma Department of Agriculture, Food, and Forestry to the\n\nAgriculture Revolving Fund for the Justin Whitefield Memorial Youth\n\nExpo Endowment;\n\n17. The next Two Million Dollars ($2,000,000.00) to the\n\nOklahoma Space Industry Development Authority Revolving Fund for the\n\nconstruction of a security fence and other capital assets;\n\n18. The next Two Hundred Fifty Thousand Dollars ($250,000.00)\n\nto the Oklahoma Department of Agriculture, Food, and Forestry to the\n\nAgriculture Revolving Fund for equipment expenses of the agriculture\n\nlaboratory;\n\n19. The next One Million Dollars ($1,000,000.00) to the\n\nDepartment of Public Safety Revolving Fund of the Department of\n\nPublic Safety for vehicle replacement costs;\n\n20. The next Two Million Dollars ($2,000,000.00) to the School\n\nfor the Deaf/Blind Revolving Fund of the State Department of\n\nRehabilitation Services for capital improvements to the Oklahoma\n\nSchool for the Deaf and the Oklahoma School for the Blind;\n\n21. The next One Million Two Hundred Thousand Dollars\n\n($1,200,000.00) to the Career Technology Revolving Fund of the\n\nOklahoma Department of Career and Technology Education for an\n\naerospace industries training program to be offered at the MetroTech\n\ncampus facility;\n\n22. The next Two Million Dollars ($2,000,000.00) to the\n\nDepartment of Mental Health Revolving Fund of the Department of\n\nMental Health and Substance Abuse Services for the \"Smart on Crime\"\n\ninitiative; and\n\n23. The next Fifty Thousand Dollars ($50,000.00) to the Office\n\nof Juvenile Affairs Revolving Fund of the Office of Juvenile Affairs\n\nfor the Oklahoma Statewide Gang Intervention Steering Committee as\n\ncreated pursuant to Enrolled House Bill No. 1760 of the 1st Session\n\nof the 51st Oklahoma Legislature.\n\nB.
