Stat. tit. 62, § 62-461","heading":"Transfers authorized - Request for transfer - Approval -","body":"Notice.\n\nIf additional or supplemental needs exist in any department or\n\nappropriation account of a county, school board of education or\n\nmunicipal government as to any item or items of appropriation\n\ntherefor, that are immediately urgent, and there exists in any other\n\nappropriation account or department of the government unexpended and\n\nunencumbered balances of appropriations of less immediately urgent\n\nneed, the duly-constituted head of such department or officer in\n\ncharge of an account needing additional or\n\nsupplementalappropriations, shall make a written request for\n\ntransfer of appropriation balance or any portion thereof to the\n\ngoverning body. The written request for transfer shall set forth\n\nsuch additional or supplemental needs and the occasion for such\n\nneeds, together with detail of account items and the amount of each\n\nitem proposed to be canceled, and the written consent of the\n\ndepartment head or officer in charge of the account from which the\n\nappropriation or any portion thereof is to be canceled. The\n\napproval of the request for transfer by the governing body, without\n\nother formality, shall effect cancellation of appropriations in the\n\nitems and amounts less urgently needed and increase in like total\n\nsum to the appropriation accounts or department by items and amounts\n\nfor such immediately urgent needs. The clerk of the governing body\n\nshall notify in writing the clerk of the county excise board of the\n\nchanges and shall also notify the treasurer and the head of each\n\ndepartment affected of the action, and they shall adjust their\n\naccounts accordingly.
