The Legislature finds the following to be beneficial goals\n\nof the state: attracting, retaining and providing favorable\n\nconditions for the recruitment and growth of certain high-impact\n\nbusiness projects or facilities which provide widespread economic\n\nbenefits to the public through high-quality employment opportunities\n\nor capital investment in such projects or facilities and net\n\neconomic benefits to the state.\n\nB.
