Stat. tit. 62, § 62-485","heading":"Warrants of certificates in excess of unencumbered sum","body":"appropriated forbidden - Issuance and requisites.\n\nIt shall be unlawful for the governing board of any city or town\n\nto issue any warrant or certificate of indebtedness, in any form, in\n\npayment of, or representing or acknowledging any account, claim or\n\nindebtedness against such city or town, or to make any contracts\n\nfor, or incur any indebtedness against such city or town, in excess\n\nof the amount then unexpended and unencumbered of the sum\n\nappropriated for the specific item of estimated needs for such\n\npurpose theretofore made, submitted, and approved, or authorized for\n\nsuch purpose by a bond issue. All warrants upon the lawful\n\ntreasurer, for a city or town purpose, shall be issued upon the\n\norder of the governing board thereof, drawn by its clerk, signed by\n\nthe chairman or lawfully designated presiding officer thereof, and\n\nthe clerk. Each warrant shall be coded in such manner as may be\n\nnecessary to designate the fund and appropriation upon which it is\n\ndrawn.
