The Commission acting for and on behalf of the State of\n\nOklahoma shall be the agency by and through which the State of\n\nOklahoma shall incur indebtedness in the sum of Three Hundred Fifty\n\nMillion Dollars ($350,000,000.00) as principal for the purpose of\n\nrestoring and modernizing the state's infrastructure, for\n\nconstructing new buildings and other capital improvements, and for\n\nequipping, remodeling, modernizing and repairing any and all\n\nexisting buildings and capital improvements, and purchase of land,\n\nequipment and furnishings necessary for such new construction or\n\nremodeling, including any costs associated with the issuance of the\n\nindebtedness, as follows:\n\n1. University of Oklahoma - Health\n\nSciences Center $22,400,000.00\n\nc. Oklahoma State University – Stillwater\n\nCampus $22,328,000.00\n\nd. Oklahoma State University –\n\nAgriculture Experiment Station $4,000,000.00\n\ne. Oklahoma State University – Veterinary\n\nMedicine $5,075,000.00\n\nf. Oklahoma State University – Technical\n\nBranch - Okmulgee $4,118,000.00\n\ng. Oklahoma State University – Technical\n\nBranch - Oklahoma City $3,868,000.00\n\nh. Oklahoma Tourism and Recreation Department\n\nfor the following purposes: roads, park\n\nimprovements, sewage treatment, facility\n\nrehab, equipment, trails, park visitor\n\ncenters, welcome centers, Will Rogers\n\nMuseum and other museums, Oklahoma Jazz\n\nHall of Fame and Quartz Mountain Arts and\n\nConference Center $18,000,000.00\n\n5. Oklahoma Historical Society $1,700,000.00\n\n6. Department of Human Services $5,300,000.00\n\n7. Department of Corrections for the\n\nfollowing purposes: drug offender work\n\ncamps and meat processing facility at\n\nJackie Brannon $6,500,000.00\n\n8. State Department of Health $7,500,000.00\n\n9. State Department of Agriculture for\n\npurposes of dry fire hydrants and rural\n\nfire equipment $1,000,000.00\n\n10. Office of Management and Enterprise\n\nServices $4,300,000.00\n\n11. Oklahoma Military Department $800,000.00\n\n12. Oklahoma School of Science and\n\nMathematics. Said amount shall not be\n\nused for purposes of subsection D of\n\nSection 168.3 of Title 73 of the Oklahoma\n\nStatutes $4,500,000.00\n\n13. Office of Management and Enterprise\n\nServices for expenditure for\n\ntelecommunications as recommended by the\n\nState Data Processing and\n\nTelecommunications Advisory Committee $14,000,000.00\n\n14. Oklahoma Department of Libraries for\n\nexpenditure for matching grant program for\n\nhandicapped access $500,000.00\n\n15. Oklahoma Department of Veterans Affairs\n\nfor the following purposes: New facility\n\nat Norman, computer programming-mapper\n\nsystem, and improvements at the facilities\n\nat Ardmore, Sulphur, Talihina, Clinton,\n\nClaremore and Okmulgee $16,432,500.00\n\n16. Department of Mental Health and Substance\n\nAbuse Services $6,400,000.00\n\nIf the full amount of funding for any project specified in this\n\nsubsection is not necessary for provision of such project, any\n\nremaining available funds shall be allocated by the Commission to\n\nthe full funding of other projects listed in this subsection or to\n\nthe Oklahoma Building Bonds of 1992 Fund for appropriation by the\n\nLegislature for other capital projects.\n\nB. The Commission, acting for and on behalf of the State of\n\nOklahoma, shall issue, sell and deliver as hereinafter provided\n\n\"Oklahoma Building Bonds of 1992\" in a total principal amount of\n\nThree Hundred Fifty Million Dollars ($350,000,000.00). It is hereby\n\nexpressly provided and pledged for the benefit of the purchasers,\n\nowners and holders of said bonds that the tax on each package of\n\ncigarettes levied by Section 302 of Title 68 of the Oklahoma\n\nStatutes, constituting the remainder of revenue available from the\n\nrevenues lawfully levied and collected by the State of Oklahoma on\n\nthe sale of cigarettes not already committed to other obligations of\n\nthe State of Oklahoma, and the tax levy on cigarettes pursuant to\n\nSections 302-2 and 302-4 of Title 68 of the Oklahoma Statutes, or so\n\nmuch as may be necessary, shall be devoted irrevocably to the\n\npayment and discharge of the interest on, and the principal of, the\n\nbonds issued hereunder as the same become due, and to create an\n\nadequate reserve to assure such payments when due; and said revenues\n\nshall be, and hereby are, irrevocably pledged for such purposes.","path":["OK Code","Title 62"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os62.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"75e2e1f3f9ad6bc2cc10834a229f0b13f0f196a879118eb2f7b59fad168a0a33","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-62-62-57.302","next":"us-ok/okla.-stat.-tit.-62-62-57.304"},"notice":"GroundRules: Original legal text.
