The boards of county commissioners of at least three but no\n\nmore than six contiguous enterprise zones are authorized, by\n\nadoption of a resolution by a majority of the members of each board,\n\nto form an enterprise district.\n\nB. The governing body of at least three but no more than six\n\ncontiguous enterprise zones, established within the corporate limits\n\nof a city or town, are authorized, by adoption of a resolution by a\n\nmajority of the members of the governing body of such city or town,\n\nto form an enterprise district.\n\nC. Before an enterprise zone can be established within the\n\ncorporate limits of a city or town or before an enterprise zone can\n\nbe established which incorporates any part of a city or town the\n\nneed for participation of such city or town shall be determined by a\n\nmajority vote of the governing body.
