The Council of Bond Oversight shall consist of five (5)\n\nmembers as follows:\n\n1. One member shall be appointed by the President Pro Tempore\n\nof the Senate;\n\n2. One member shall be appointed by the Speaker of the House of\n\nRepresentatives;\n\n3. Two members shall be appointed by the Governor, with the\n\nadvice and consent of the Senate; and\n\n4. The State Treasurer or his or her designee shall be a\n\nmember.\n\nB. Three members shall constitute a quorum. The affirmative\n\nvote of three members shall be necessary for any action to be taken\n\nby the Council.\n\nC. Members appointed to the Council shall serve a term of four\n\n(4) years and may be removed for cause by the appointing authority.\n\nMembers may be reappointed for additional terms.\n\nD. A vacancy on the Council shall be filled in the same manner\n\nas the original appointment, to hold office during the unexpired\n\nterm for which the member was appointed. The Council shall elect\n\none of its members chair and may elect such other officers as it\n\ndeems necessary. No vacancy in the membership of the Council shall\n\nimpair the right of the Council to exercise all duties of the\n\nCouncil.\n\nE. The State Treasurer, as provided in Section 695.7 of this\n\ntitle, shall provide support staff as necessary to implement the\n\npurposes and functions of the Council.\n\nF. The Attorney General shall provide legal counsel to the\n\nCouncil.\n\nG.
