For calendar years 2024 through 2027 and every four (4)\n\nyears thereafter, the Incentive Evaluation Commission shall ensure\n\nthat each incentive is evaluated within the four-year evaluation\n\nperiod unless the Commission determines that the incentive is exempt\n\nfrom evaluation. The Commission may exempt from evaluation any\n\nincentive that it concludes has a minimal fiscal impact. The\n\nCommission shall determine a specific threshold amount which shall\n\nbe considered as a minimal fiscal impact for the current evaluation\n\ncycle. The Commission may also conduct an expedited evaluation for\n\nany incentive that has been evaluated at least two times from\n\ncalendar years 2016 through 2023 and has not had a material change\n\nto the program since its prior evaluation. The expedited evaluation\n\nwill update the prior evaluation’s financial and economic impact and\n\nfindings and recommendations.\n\nB. For calendar years 2016 through 2023, the Incentive\n\nEvaluation Commission shall develop a four-year schedule for\n\nevaluating incentives. The development of the schedule for\n\nevaluating the incentives shall take into consideration fiscal\n\nimpacts to revenues of this state, including but not limited to the\n\nGeneral Revenue Fund, the opportunity to group incentives with\n\nsimilar goals and objectives for evaluation, and the ability to\n\nobtain sufficient data related to the incentives for evaluation.\n\nEach schedule shall include a list of all incentives in the state,\n\nincluding any it exempts from evaluation. In determining whether a\n\nprogram is an incentive, the Incentive Evaluation Commission may\n\nconsider legislative intent and may also consider whether the\n\nprogram is promoted as an incentive by any state agency. For each\n\nincentive listed in the schedule, the Commission shall attempt to\n\nidentify the goal or goals of the incentive.\n\nC.
