The State Treasurer is hereby authorized to administer the\n\nOklahoma Small Business Linked Deposit Program. The State Treasurer\n\nis further authorized to issue guidelines in a manner similar to the\n\nAdministrative Procedures Act, Section 250 et seq. of Title 75 of\n\nthe Oklahoma Statutes.\n\nB. The State Treasurer shall take any and all steps necessary\n\nto implement the Oklahoma Small Business Linked Deposit Program and\n\nmonitor compliance of eligible lending institutions and eligible\n\nparticipants, including the development of guidelines as necessary.\n\nC.
