There is hereby created in the State Treasury a revolving\n\nfund for the Office of the State Treasurer to be designated the\n\n\"State Treasurer's Revolving Fund\". The fund shall be a continuing\n\nfund not subject to fiscal year limitations, and shall consist of\n\nall monies received by the Office of the State Treasurer from fees\n\nand receipts collected pursuant to the Oklahoma Open Records Act,\n\nSection 24A.1 et seq. of Title 51 of the Oklahoma Statutes; monies\n\nreceived, including, but not limited to, reasonable and customary\n\nservice-related charges, any monies received from the sale of\n\nsurplus property, and any grants-in-aid received from the federal\n\ngovernment for the operations of the Office of the State Treasurer\n\nunless otherwise provided by federal law or regulation. All monies\n\naccruing to the credit of said fund are hereby appropriated and may\n\nbe budgeted and expended by the Office of the State Treasurer for\n\nthe operating expenses of the said office. Expenditures from said\n\nfund shall be made upon warrants issued by the State Treasurer\n\nagainst claims filed as prescribed by law with the Director of the\n\nOffice of Management and Enterprise Services for approval and\n\npayment. Monies in the fund may be invested by the State Treasurer\n\nin the manner prescribed in Section 89.1a et seq. of this title.\n\nInterest income derived from the investment of monies in the fund\n\nshall be credited to and placed in the fund.\n\nB.
