The Oklahoma Department of Commerce shall promulgate rules\n\nfor purposes of establishing criteria for the funding of authorized\n\ninfrastructure projects from the proceeds of obligations issued by\n\nthe Authority for the Infrastructure Pool.\n\nB. The criteria shall be similar to the criteria used by the\n\nfederal government in administering the Community Development Block\n\nGrant program.\n\nC. A combination of eligible local government entities shall\n\napply to the Department for approval of a pooled financing for an\n\ninfrastructure project on such forms as the Department may prescribe\n\nfor such purpose.\n\nD. The Department shall compile and maintain a prioritized list\n\nof infrastructure projects eligible for pooled financing through the\n\nOklahoma Development Finance Authority.\n\nE. The Oklahoma Development Finance Authority shall use the\n\nprioritized list provided by the Department in order to provide\n\nfinancing to the eligible local government entities.\n\nF.
