The Oklahoma Department of Commerce shall promulgate rules\n\nfor purposes of establishing criteria for the funding of authorized\n\ninfrastructure projects from the proceeds of obligations issued by\n\nthe Oklahoma Development Finance Authority for the Public-Private\n\nPartner Development Pool.\n\nB. The Department shall establish a scoring system to evaluate\n\nprojects to be financed from the proceeds of obligations issued by\n\nthe Authority for the Public-Private Partner Development Pool.\n\nC. The scoring system shall include, but shall not be limited\n\nto, analysis of:\n\n1. Capital investment by one or more for-profit business\n\nentities and/or federal government defense entities;\n\n2. Additional capital investment by one or more local\n\ngovernment entities;\n\n3. New direct jobs as defined by Section 3603 of Title 68 of\n\nthe Oklahoma Statutes, to be created by a for-profit business entity\n\nor entities;\n\n4. Salary and wage payments to persons employed in new direct\n\njobs; and\n\n5. The likelihood of additional business location decisions\n\nresulting from the activity of the for-profit business entity or\n\nentities that would benefit from use of the Public-Private Partner\n\nDevelopment Pool.\n\nD. One or more eligible local government entities shall apply\n\nto the Department for approval of a pooled financing for an\n\ninfrastructure project on such forms as the Department may\n\nprescribe.\n\nE. The Department shall compile and maintain a prioritized list\n\nof infrastructure projects eligible for pooled financing through the\n\nAuthority.\n\nF. The Authority shall use the prioritized list provided by the\n\nDepartment in order to provide financing to the eligible local\n\ngovernment entities in conjunction with one or more for-profit\n\nbusiness entity or entities for infrastructure development.\n\nG.
