The State Treasurer is hereby authorized to administer the\n\nOklahoma Rural and Affordable Housing Linked Deposit Program. The\n\nState Treasurer and the certifying agency shall be exempt from\n\nArticles I and II of the Administrative Procedures Act when taking\n\nactions pursuant to this act. The State Treasurer and the\n\ncertifying agency are authorized to issue guidelines in a manner\n\nsimilar to the Administrative Procedures Act, Section 250.1 et seq.\n\nof Title 75 of the Oklahoma Statutes.\n\nB. The certifying agency will develop guidelines which, after\n\nreview and approval by the State Treasurer, will address maximum\n\npossible participation amounts per each unit of single-family or\n\nmultifamily housing for land acquisition, site development, and\n\nconstruction, as well as eligibility requirements as to sale or\n\nrental price limitations and type of housing.\n\nC.
