There is hereby created in the State Treasury a revolving\n\nfund for the State Department of Health to be designated the\n\n\"Children First Fund\". The fund shall be a continuing fund, not\n\nsubject to fiscal year limitations, and shall consist of all monies\n\ndeposited to the credit of the fund by law. All monies accruing to\n\nthe credit of the fund are hereby appropriated and may be budgeted\n\nand expended by the State Department of Health for operation of\n\nChildren First family resource programs. Expenditures from the fund\n\nshall be made upon warrants issued by the State Treasurer against\n\nclaims filed as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nB. The State Department of Health shall submit to the Speaker\n\nof the House of Representatives, the President Pro Tempore of the\n\nSenate, and the Governor by January 15 of each year, an annual\n\nreport, including a full accounting of administrative expenditures\n\nfrom the fund for the prior fiscal year, and a summary detailing the\n\ndemographic characteristics of families served including, but not\n\nlimited to, the following:\n\n1. Age and marital status of parent(s);\n\n2. Household composition of families served;\n\n3. Number of families accepted into the program, by location,\n\nand average length of time enrolled;\n\n4. Referrals made on behalf of families not accepted into the\n\nprogram; and\n\n5. Average actual expenditures per child during the most recent\n\nstate fiscal year.\n\nC. Projects shall comply with the uniform components of the\n\nState Plan for the Prevention of Child Abuse.\n\nD. The Department shall forward to the Oklahoma Health Care\n\nAuthority a report of the total number of hours of nursing services\n\nprovided to families under Children First family resource programs.\n\nThe Oklahoma Health Care Authority shall submit such information to\n\nthe Centers for Medicaid and Medicare Services for purposes of\n\napplying for federal matching funds and shall submit any necessary\n\napplications for waivers to accomplish the provisions of this\n\nsubsection.\n\nE. The State Department of Health shall contract with a\n\nuniversity-related program for a performance-based evaluation of\n\nprograms.
