FINDINGS: The Oklahoma Legislature finds:\n\n1. EFFECT ON HEALTH CARE ACCESS AND COSTS. That the medical\n\nliability system in this state is a mechanism for resolving claims\n\nof medical liability and compensating injured patients which affects\n\npatient access to health care services; and\n\n2. EFFECT ON STATE SPENDING. That the medical liability\n\nlitigation system existing in this state has an effect on the\n\namount, distribution, and use of state funds because of:\n\na. the large number of individuals who receive health\n\ncare benefits under programs operated or financed by\n\nthe state through the Oklahoma Health Care Authority,\n\nand\n\nb. the large number of Oklahoma health care providers\n\nneeded to provide services for which the state makes\n\npayment through the Oklahoma Health Care Authority.\n\nB. PURPOSE. It is the purpose of the Affordable Access to\n\nHealth Care Act to implement reasonable, comprehensive, and\n\neffective medical liability reforms designed to:\n\n1. Improve the availability of health care services;\n\n2. Lower the cost of medical liability insurance;\n\n3. Ensure that persons with meritorious health care injury\n\nclaims receive fair and adequate compensation; and\n\n4.
