Each facility shall establish a residents' advisory council.\n\nThe administrator shall designate a member of the facility staff to\n\ncoordinate the establishment of, and render assistance to, said\n\ncouncil.\n\nB. The composition of the residents' advisory council shall be\n\nspecified by Department regulation, but no employee or affiliate of\n\na facility shall be a member of any such council.\n\nC. The residents' advisory council shall meet at least once\n\neach month with the staff coordinator who shall provide assistance\n\nto said council in preparing and disseminating a report of each\n\nmeeting as specified by the regulations to all residents, the\n\nadministrator, and the staff.\n\nD. Records of the residents' advisory council meetings shall be\n\nmaintained in the office of the administrator.\n\nE. The residents' advisory council shall communicate to the\n\nadministrator the opinions and concerns of the residents. The\n\ncouncil shall review procedures for implementing residents' rights,\n\nfacility responsibilities and make recommendations for changes or\n\nadditions which will strengthen the facility's policies and\n\nprocedures as they affect residents' rights and facility\n\nresponsibilities.\n\nF. The residents' advisory council shall be forum for:\n\n1. Obtaining and disseminating information;\n\n2. Soliciting and adopting recommendations for facility\n\nprogramming and improvements; and\n\n3. Early identification and recommendation of orderly\n\nresolution of problems.\n\nG.
