The Commissioner of Public Safety shall be the statewide\n\ncoordinator of the Kasey Alert system and shall coordinate with\n\nmedia outlets for the rapid and accurate announcement of a Kasey\n\nAlert to the public.\n\nB. The Department of Public Safety shall promulgate rules as\n\nnecessary to implement this act, provided that the rules shall\n\ninclude the following:\n\n1. The procedure to be used by law enforcement agencies to\n\nverify whether an adult who has been reported missing is believed to\n\nbe at risk of abduction or being taken against his or her will;\n\n2. The criteria for law enforcement agencies to consider in\n\ncircumstances in which a missing person may not meet the definition\n\nof a critically missing adult but whose safety would be best\n\nprotected by the issuance of a Kasey Alert;\n\n3. The procedure for law enforcement agencies to follow in\n\ninitiating a statewide Kasey Alert;\n\n4. The method whereby information is distributed to statewide\n\nmedia outlets;\n\n5. The procedure for the receipt and evaluation of information\n\nreceived from the public about a critically missing adult; and\n\n6.
