A county department of health, a district department of\n\nhealth, a cooperative department of health, and a city-county\n\ndepartment of health shall, in their respective jurisdictions:\n\n1. Maintain programs for disease prevention and control, health\n\neducation, guidance, maternal and child health, including school\n\nhealth services, health in the working environment, nutrition and\n\nother matters affecting the public health;\n\n2. Provide preventive services to the chronically ill and aged;\n\n3. Maintain vital records and statistics;\n\n4. Assist the State Commissioner of Health in the performance\n\nof official duties, and perform such other acts as may be required\n\nby the Commissioner; and\n\n5. Enter into written agreements with the governing body of any\n\nmunicipality or county for the performance of services within the\n\nrespective jurisdictions and authorities that are necessary and\n\nproper pursuant to the authority granted to municipalities and\n\ncounties by the Constitution and the laws of this state.\n\nB. A county department of health, a district department of\n\nhealth, a cooperative department of health, and a city-county\n\ndepartment of health may maintain programs for mental health and day\n\ncare for children.\n\nC. Nothing contained herein relating to pollution shall be in\n\nconflict with the existing jurisdiction of any other state\n\nenvironmental agency.\n\nD. Except as otherwise provided by law, responsibility for the\n\nlicensing and inspection of nursing facilities and specialized\n\nfacilities, as defined in the Nursing Home Care Act and for the\n\nenforcement of state health and safety standards applicable to such\n\nfacilities, shall be reserved to the State Department of Health and\n\nshall be exercised pursuant to the provisions of the Nursing Home\n\nCare Act.\n\nE.
