It shall be the duty of the county excise board of each\n\ncounty if funds are available to make necessary appropriations to\n\nprovide sufficient funds to pay the amounts due under any agreement\n\nentered into by the county board of health, or by any city, town, or\n\nschool district of the county, for or in connection with a district\n\ndepartment of health or a cooperative department of health; and such\n\nfunds shall be accounted for, obligated, expended and disbursed as\n\ndirected by the State Commissioner of Health, who may require any or\n\nall such funds to be combined with others to be used for similar or\n\nrelated purposes.\n\nB. The Commissioner may enter into agreements with county\n\nboards of health, and with city-county boards of health, whereby\n\nstate funds will be used in conjunction with county funds for the\n\noperation of county, district, cooperative and city-county\n\ndepartments of health. The Commissioner may pay such funds on a\n\nreimbursement or percentage of budgetary expenditures basis, or\n\nother basis; and if directed to do so by the Commissioner, the\n\ncounty clerk shall add the amount of any such funds to specified\n\nitems of appropriation, and no further action or appropriation by\n\nthe county excise board shall be required to make such funds\n\navailable for expenditure.\n\nC. Counties may, for the purposes of enhancing access to health\n\ninitiatives and maximizing operational impact, agree to combine\n\nresources including county millage in a manner designating one\n\ncounty as the operational hub.
