Every county or combination of counties desirous of\n\nestablishing a mental health center and/or facilities for\n\nindividuals with intellectual disabilities shall establish a\n\ncommunity mental health board and/or intellectual disability\n\ngoverning board each of which shall be composed of not less than\n\nseven (7) members. The members of such governing boards shall be\n\nappointed by the board of county commissioners of the county. The\n\nterm of office of members of the governing board shall be three (3)\n\nyears, except that of the members first appointed the term of three\n\nmembers shall be for one (1) year, and the term of two members shall\n\nbe for two (2) years. All members shall serve without pay.\n\nB.
