The Office of Child Abuse Prevention, giving consideration\n\nto the recommendations of the Infant and Children's Health Advisory\n\nCouncil created in Section 1-103a.1 of this title, is hereby\n\nauthorized and directed to:\n\n1. Prepare and implement a comprehensive state plan for the\n\nplanning and coordination of child abuse prevention programs and\n\nservices and for the establishment, development and funding of such\n\nprograms and services, and to revise and update the plan pursuant to\n\nthe provisions of Section 1-227.3 of this title;\n\n2. Monitor, evaluate and review the development and quality of\n\nservices and programs for the prevention of child abuse and neglect,\n\npublish and distribute an annual report of its findings on or before\n\nJanuary 1 of each year to the Governor, the Speaker of the House of\n\nRepresentatives, the President Pro Tempore of the Senate and to the\n\nchief administrative officer of each agency affected by the report.\n\nThe report shall include:\n\na. activities of the Office,\n\nb. a summary detailing the demographic characteristics of\n\nfamilies served including, but not limited to, the\n\nfollowing:\n\n(1) age and marital status of parent(s),\n\n(2) number and age of children living in the\n\nhousehold,\n\n(3) household composition of families served,\n\n(4) number of families accepted into the program by\n\ngrantee site and average length of time enrolled,\n\n(5) number of families not accepted into the program\n\nand the reason therefor,\n\n(6) average actual expenditures per family during the\n\nmost recent state fiscal year, and\n\n(7) number of individuals whose parental rights have\n\never been terminated and number of children born\n\nto an individual whose parental rights have ever\n\nbeen terminated,\n\nc. recommendations for the further development and\n\nimprovement of services and programs for the\n\nprevention of child abuse and neglect,\n\nd. budget and program needs, and\n\ne. statistics developed based on the reports received\n\npursuant to Section 3 of this act; and\n\n3. Conduct or otherwise provide for or make available\n\ncontinuing professional education and training in the area of child\n\nabuse prevention.\n\nB. For the purpose of implementing the provisions of the Child\n\nAbuse Prevention Act, the State Department of Health is authorized\n\nto:\n\n1. Accept appropriations, gifts, loans and grants from the\n\nstate and federal government and from other sources, public or\n\nprivate;\n\n2. Enter into agreements or contracts for the establishment and\n\ndevelopment of:\n\na. programs and services for the prevention of child\n\nabuse and neglect,\n\nb. training programs for the prevention of child abuse\n\nand neglect, and\n\nc. multidisciplinary and discipline specific training\n\nprograms for professionals with responsibilities\n\naffecting children, youth and families; and\n\n3. Secure necessary statistical, technical, administrative and\n\noperational services by interagency agreement or contract.\n\nC. For the purpose of implementing the provisions of the Child\n\nAbuse Prevention Act, the State Commissioner of Health, giving\n\nconsideration to the recommendations of the Infant and Children's\n\nHealth Advisory Council created in Section 1-103a.1 of this title,\n\nis authorized to promulgate rules and regulations as necessary to\n\nimplement the duties and responsibilities assigned to the Office of\n\nChild Abuse Prevention.\n\nD. 1. The Department of Human Services shall, as soon as\n\nreasonably possible, provide the State Department of Health access\n\nto the identifying information of all individuals who, as to any\n\nchild, have had their parental rights terminated and the conditions\n\nwhich led to the making of the finding which resulted in the\n\ntermination of parental rights.\n\n2. The Division of Vital Records shall provide birth record\n\ninformation to the Office of Child Abuse Prevention for a child born\n\nto an individual whose identifying information has been provided\n\npursuant to paragraph 1 of this subsection.\nd, have had their parental rights terminated and the conditions\n\nwhich led to the making of the finding which resulted in the\n\ntermination of parental rights.\n\n2. The Division of Vital Records shall provide birth record\n\ninformation to the Office of Child Abuse Prevention for a child born\n\nto an individual whose identifying information has been provided\n\npursuant to paragraph 1 of this subsection.\n\n3.
