There is hereby created the Child Abuse Training and\n\nCoordination Council.\n\nB. The Oklahoma Commission on Children and Youth shall appoint\n\na Child Abuse Training and Coordination Council which shall be\n\ncomposed of twenty-two (22) members, as follows:\n\n1. One member shall be a representative of child welfare\n\nservices within the Department of Human Services;\n\n2. One member shall be a representative of juvenile services\n\nwithin the Office of Juvenile Affairs;\n\n3. One member shall be a representative of maternal and child\n\nhealth services within the State Department of Health;\n\n4. One member shall be a representative of the State Department\n\nof Health;\n\n5. One member shall be a representative of the State Department\n\nof Education;\n\n6. One member shall be a representative of the Department of\n\nMental Health and Substance Abuse Services;\n\n7. One member shall be a representative of a statewide medical\n\nassociation and shall be a member of a state chapter of a national\n\nacademy of pediatrics;\n\n8. One member shall be a representative of the judiciary;\n\n9. One member shall be a representative of a statewide\n\nassociation of osteopathic physicians and shall be a pediatric\n\nosteopathic physician;\n\n10. One member shall be a representative of a statewide\n\ncoalition on domestic violence and sexual assault;\n\n11. One member shall be a representative of the District\n\nAttorneys Council;\n\n12. One member shall be a representative of the Council on Law\n\nEnforcement Education and Training;\n\n13. One member shall be a representative of the Department of\n\nCorrections;\n\n14. One member shall be a representative of Court Appointed\n\nSpecial Advocates;\n\n15. One member shall be a representative of the Oklahoma Bar\n\nAssociation;\n\n16. One member shall be a representative of a statewide\n\nassociation of psychologists;\n\n17. One member shall be a representative of a local chapter of\n\na national association of social workers;\n\n18. One member shall be a representative of a statewide\n\nassociation of youth services agencies;\n\n19. One member shall be a representative of an Indian child\n\nwelfare association;\n\n20. One member shall be a representative of an advisory task\n\nforce on child abuse and neglect;\n\n21. One member shall be a representative of a postadjudication\n\nreview board program; and\n\n22. One member shall be a representative of nationally\n\naccredited child advocacy centers nominated to the Oklahoma\n\nCommission for Children and Youth. Eligible nominees may be anyone\n\nselected by a majority of the members of the nationally accredited\n\nchild advocacy centers located in Oklahoma.\n\nC. Each member of the Child Abuse Training and Coordination\n\nCouncil is authorized to have one designee.\n\nD. The appointed members shall be persons having expertise in\n\nthe dynamics, identification and treatment of child abuse and\n\nneglect and child sexual abuse.\n\nE. The Child Abuse Training and Coordination Council shall:\n\n1. Establish objective criteria and guidelines for\n\nmultidisciplinary and, as appropriate for each discipline,\n\ndiscipline-specific training on child abuse and neglect for\n\nprofessionals with responsibilities affecting children, youth and\n\nfamilies;\n\n2. Review curricula and make recommendations to state agencies\n\nand professional organizations and associations regarding available\n\ncurricula and curricula having high standards of professional merit;\n\n3. Review curricula regarding child abuse and neglect used in\n\nlaw enforcement officer training by the Oklahoma Council on Law\n\nEnforcement Education and Training (CLEET) and make recommendations\n\nregarding the curricula to CLEET;\n\n4. Cooperate with and assist professional organizations and\n\nassociations in the development and implementation of ongoing\n\ntraining programs and strategies to encourage professionals to\n\nparticipate in such training programs;\nin\n\nlaw enforcement officer training by the Oklahoma Council on Law\n\nEnforcement Education and Training (CLEET) and make recommendations\n\nregarding the curricula to CLEET;\n\n4. Cooperate with and assist professional organizations and\n\nassociations in the development and implementation of ongoing\n\ntraining programs and strategies to encourage professionals to\n\nparticipate in such training programs;\n\n5. Make reports and recommendations regarding the continued\n\ndevelopment and improvement of such training programs to the State\n\nCommissioner of Health, the Oklahoma Commission on Children and\n\nYouth, and each affected agency, organization and association;\n\n6. Prepare and issue a model protocol for multidisciplinary\n\nteams regarding the investigation and prosecution of child sexual\n\nabuse, child physical abuse and neglect cases;\n\n7. Review and approve protocols prepared by the local\n\nmultidisciplinary teams;\n\n8. Advise multidisciplinary teams on team development;\n\n9. Collect data on the operation and cases reviewed by the\n\nmultidisciplinary teams;\n\n10. Issue annual reports; and\n\n11.
