There is hereby created in the State Treasury a revolving\n\nfund for the State Department of Health to be designated the\n\n\"Tobacco Use Reduction Fund\". The fund shall be a continuing fund,\n\nnot subject to fiscal year limitations, and shall consist of all\n\nmonies appropriated thereto by the Legislature, any other funds that\n\nmay be directed thereto by the Board of Directors of the Tobacco\n\nSettlement Endowment Trust Fund, and all other monies including\n\ngifts, grants and other funds that may be directed thereto. All\n\nmonies accruing to the credit of said fund are hereby appropriated\n\nand may be budgeted and expended by the Department for the purpose\n\nof the State Plan for Tobacco Use Prevention and Cessation and for\n\nother purposes specifically authorized by this act. Expenditures\n\nfrom said fund shall be made upon warrants issued by the State\n\nTreasurer against claims filed as prescribed by law with the\n\nDirector of the Office of Management and Enterprise Services for\n\napproval and payment.\n\nB. The fund shall be administered by the State Department of\n\nHealth.\n\nC.
