All law enforcement agencies are authorized and empowered to\n\nenforce the provisions of this act. The provisions shall be\n\nenforced in a manner that can reasonably be expected to reduce the\n\nextent to which alcoholic beverages and low-point beer are sold or\n\ndistributed to persons under twenty-one (21) years of age.\n\nB. Persons under twenty-one (21) years of age may be enlisted\n\nby law enforcement agencies to assist in enforcement. Provided,\n\nhowever, that such persons may be used to test compliance only if\n\nthe testing is conducted under the direct supervision of the law\n\nenforcement agency; provided, written parental consent shall be\n\nobtained prior to the use of any person under the age of eighteen\n\n(18) years.
