Stat. tit. 63, § 63-1-229.6","heading":"Review and approval of Invitations To Bid –","body":"Considerations in developing State Plan and reviewing\n\nintergovernmental contracts.\n\nA. The State Department of Health shall review Invitations To\n\nBid and applications for contracts and evaluate the progress and\n\noutcomes of tobacco use prevention and cessation programs. The\n\nDepartment shall make final approval for the issuance of Invitations\n\nTo Bid for contracts for tobacco use prevention and cessation\n\nprograms.\n\nB. An applicant or a bidder that requests funding to initiate,\n\ncontinue or expand a tobacco use prevention or cessation program\n\nshall demonstrate, by means of application, letters of\n\nrecommendation, and such other means as the Department may\n\ndesignate, that the proposed tobacco use prevention or cessation\n\nprogram for which it seeks funds meets the criteria set forth in the\n\nState Plan. Previous contractors shall include recent evaluations\n\nof their programs with their bids or applications. The Department\n\nmay not award a contract unless it makes a specific finding, as to\n\neach applicant or bidder, that the program proposed to be funded\n\nmeets the criteria set forth in the State Plan.\n\nC. In developing the State Plan and approving Invitations To\n\nBid and reviewing intergovernmental contracts the Department shall\n\nconsider:\n\n1. In the case of applications or Invitations To Bid to fund\n\nmedia campaigns directed to youth to prevent underage tobacco use,\n\nwhether the campaign provides for sound management and periodic\n\nevaluation of the campaign's relevance to the intended audience,\n\nincluding audience awareness of the campaign and recollection of the\n\nmain message;\n\n2. In the case of applications or Invitations To Bid to fund\n\nschool-based education programs to prevent youth tobacco use,\n\nwhether there is credible evidence that the program is effective in\n\nreducing youth tobacco use;\n\n3. In the case of applications or Invitations To Bid to fund\n\ncommunity-based youth programs involving youth tobacco use\n\nprevention through general youth development, whether the program:\n\na. has a comprehensive strategy with a clear mission and\n\ngoals,\n\nb. has professional leadership,\n\nc. offers a diverse array of youth-centered activities in\n\nyouth-accessible facilities,\n\nd. is culturally sensitive, inclusive and diverse,\n\ne. involves youth in the planning, delivery, and\n\nevaluation of services that affect them, and\n\nf. offers a positive focus including all youth;\n\n4. In the case of applications or Invitations To Bid to fund\n\nenforcement and administration of the Prevention of Youth Access to\n\nTobacco Act and related retailer education and compliance efforts,\n\nwhether such activities and efforts can reasonably be expected to\n\nreduce the extent to which tobacco products are available to\n\nindividuals under eighteen (18) years of age;\n\n5. In the case of applications or Invitations To Bid to fund\n\nyouth cessation, whether there is credible evidence that the program\n\nis effective in long-term tobacco use cessation; and\n\n6. In the case of applications or Invitations To Bid to fund\n\nadult programs, whether there is credible evidence that the program\n\nis effective in decreasing tobacco use.\n\nD.
