Stat. tit. 63, § 63-1-260.3","heading":"Establishment, promotion, and maintenance of","body":"osteoporosis prevention and treatment education program - Needs\n\nassessment.\n\nThe State Department of Health shall establish, promote, and\n\nmaintain an osteoporosis prevention and treatment education program\n\nin order to effectuate the purposes of this act as follows:\n\n1. The Department shall use, but is not limited to, the\n\nfollowing strategies for:\n\na. raising public awareness on the causes and nature of\n\nosteoporosis, personal risk factors, value of\n\nprevention and early detection, and options for\n\ndiagnosing and treating the disease:\n\n(1) an outreach campaign utilizing print, radio, and\n\ntelevision public service announcements,\n\nadvertisements, posters, and other materials,\n\n(2) community forums,\n\n(3) health information and risk factor assessment at\n\npublic events,\n\n(4) targeting at-risk populations,\n\n(5) providing reliable information to policymakers,\n\nand\n\n(6) distributing information through county health\n\ndepartments, schools, area agencies on aging,\n\nemployer wellness programs, physicians, hospitals\n\nand health maintenance organizations, women’s\n\ngroups, nonprofit organizations, community-based\n\norganizations, and departmental regional offices,\n\nb. educating consumers about risk factors, diet and\n\nexercise, diagnostic procedures and their indications\n\nfor use, risks and benefits of drug therapies\n\ncurrently approved by the U.S Food and Drug\n\nAdministration, environmental safety and injury\n\nprevention, and the availability of diagnostic,\n\ntreatment, and rehabilitation services:\n\n(1) identify and obtain educational materials,\n\nincluding brochures and videotapes, which\n\naccurately translate the latest scientific\n\ninformation on osteoporosis in easy-to-understand\n\nterms,\n\n(2) build a statewide system of resources to provide\n\ninformation and referral on all aspects of\n\nosteoporosis, including educational materials and\n\ncounseling,\n\n(3) establish state linkage with an existing toll-\n\nfree hotline for consumers,\n\n(4) facilitate the development and maintenance of\n\nosteoporosis support groups, and\n\n(5) conduct workshops and seminars for lay audiences,\n\nand\n\nc. educating physicians and health professionals and\n\ntraining community service providers on the most up-\n\nto-date, accurate scientific and medical information\n\non osteoporosis prevention, diagnosis, and treatment,\n\ntherapeutic decision-making, including guidelines for\n\ndetecting and treating the disease in special\n\npopulations, risks and benefits of medications, and\n\nresearch advances:\n\n(1) identify and obtain education materials for the\n\nhealth care provider which translates the latest\n\nscientific and medical information into clinical\n\napplications,\n\n(2) raise awareness among physicians and health and\n\nhuman services professionals as to the importance\n\nof osteoporosis prevention, early detection,\n\ntreatment, and rehabilitation,\n\n(3) identify and use available curricula for training\n\nhealth and human service providers and community\n\nleaders on osteoporosis prevention, detection,\n\nand treatment,\n\n(4) provide workshops and seminars for in-depth\n\nprofessional development in the field of the care\n\nand management of the patient with osteoporosis,\n\nand\n\n(5) conduct a statewide conference on osteoporosis at\n\nappropriate intervals;\n\n2. a. The Department shall conduct a needs assessment to\n\nidentify:\n\n(1) research being conducted within the state,\n\n(2) available technical assistance and educational\n\nmaterials and programs nationwide,\n\n(3) the level of public and professional awareness\n\nabout osteoporosis,\n\n(4) the needs of osteoporosis patients, their\n\nfamilies, and caregivers,\n\n(5) needs of health care providers, including\n\nphysicians, nurses, managed care organizations,\n\nand other health care providers,\n\n(6) the service available to the osteoporosis\n\npatient,\n\n(7) existence of osteoporosis treatment programs,\nams nationwide,\n\n(3) the level of public and professional awareness\n\nabout osteoporosis,\n\n(4) the needs of osteoporosis patients, their\n\nfamilies, and caregivers,\n\n(5) needs of health care providers, including\n\nphysicians, nurses, managed care organizations,\n\nand other health care providers,\n\n(6) the service available to the osteoporosis\n\npatient,\n\n(7) existence of osteoporosis treatment programs,\n\n(8) existence of osteoporosis support groups,\n\n(9) existence of rehabilitation services, and\n\n(10) number and location of bone density testing\n\nequipment.\n\nb. Based on the needs assessment, the Department shall\n\ndevelop and maintain a list of osteoporosis-related\n\nservices and osteoporosis health care providers with\n\nspecialization in services to prevent, diagnose, and\n\ntreat osteoporosis. This list shall be disseminated\n\nwith a description of diagnostic testing procedures,\n\nappropriate indications for their use, drug therapies\n\ncurrently approved by the U.S. Food and Drug\n\nAdministration, and a cautionary statement about the\n\ncurrent status of osteoporosis research, prevention,\n\nand treatment.
