For the purposes of the Advancement in Stem Cell Cures and\n\nTherapies Act, \"human embryo\" means a living organism of the species\n\nHomo sapiens at the earliest stage of development, including the\n\nsingle-cell stage, that is not located in the body of a woman.\n\nB. Research on human tissue regeneration and human diseases\n\nusing adult stem cells and stem cells obtained from umbilical cord\n\nblood and amniotic fluid may be conducted in this state, provided\n\nthat the research is performed:\n\n1. Safely and ethically;\n\n2. Only on embryonic stem cell lines created prior to August 1,\n\n2001, and in accordance with federal law as it existed on November\n\n1, 2007; and\n\n3. Without the use of a human embryo, including a human embryo\n\nproduced using cloning technology.\n\nC. When research is performed in accordance with the\n\nAdvancement in Stem Cell Cures and Therapies Act, a person or\n\ngovernmental body shall not:\n\n1. Restrict public funds designated for the stem cell research;\n\nor\n\n2. Obstruct or provide disincentives for the stem cell\n\nresearch.\n\nD. The State Department of Health shall establish a reporting\n\nsystem that collects information regarding all activities carried\n\nout in accordance with this section.\n\nE. The Department shall submit a report with all information\n\ncollected pursuant to subsection D of this section to the Governor,\n\nthe Speaker of the Oklahoma House of Representatives, and the\n\nPresident Pro Tempore of the Oklahoma State Senate no later than\n\nDecember 31 of each year.\n\nF.
