Contingent upon the provision of appropriated funds\n\ndesignated for Telemedicine Services Programs, the State Department\n\nof Health is authorized to award one or more competitive grants to\n\npublic hospitals or health care facilities for programs which\n\ndeliver medical and other health care services through a\n\ntelemedicine system. The goal of the grant program shall be to\n\nassist in the development of telemedicine programs which in turn\n\nhave the effect of:\n\n1. Empowering rural health facilities;\n\n2. Expanding the range of services to rural areas;\n\n3. Providing greater access to patients in rural areas;\n\n4. Reducing the number of patient transfers to urban areas;\n\n5. Enhancing rural economic development; and\n\n6. Reducing the costs of medical care.\n\nB. Funding may cover the cost of equipment, software, or the\n\nconnection costs of either upstream or downstream users.\n\nC. All grants shall be matched with funds from the grant\n\nrecipient or in-kind contributions.\n\nD. In order to be eligible for a grant, the program shall:\n\n1. State clear and measurable program goals and objectives;\n\n2. Provide verifiable data on how the program is meeting its\n\nstated goals and objectives; and\n\n3. Include an evaluation component including an annual written\n\nself-evaluation.\n\nE.
