When the birth of a person born in this state has not been\n\nregistered, a certificate may be filed in accordance with\n\nregulations of the State Commissioner of Health. Such certificate\n\nshall be registered subject to such evidentiary requirements as the\n\nCommissioner shall by regulation prescribe, to substantiate the\n\nalleged facts of birth.\n\nB. Certificates of birth registered one year or more after the\n\ndate of occurrence shall be marked \"delayed\" and show on their face\n\nthe date of the delayed registration.\n\nC. A summary statement of the evidence submitted in support of\n\nthe delayed registration shall be endorsed on the certificate.\n\nD. When an applicant does not submit the minimum documentation\n\nrequired in the regulations for delayed registration, or when the\n\nState Commissioner of Health finds reason to question the validity\n\nor adequacy of the documentary evidence, the Commissioner shall not\n\nregister the delayed certificate and shall advise the applicant of\n\nthe reasons for his or her action.\n\nE.
