FOR TEXT EFFECTIVE\n\nUNTIL NOV. 1, 2024, SEE OS 63-1-533v1.\n\nA. The State Commissioner of Health shall provide, pursuant to\n\nthe provisions of Section 1-534 of this title, as technologies and\n\nfunds become available, an intensive educational and newborn\n\nscreening program among physicians, hospitals, public health nurses,\n\nand the public concerning phenylketonuria, related inborn metabolic\n\ndisorders, and other genetic or biochemical disorders for which:\n\n1. Newborn screening will provide early treatment and\n\nmanagement opportunities that might not be available without\n\nscreening; and\n\n2. Treatment and management will prevent intellectual\n\ndisabilities and/or reduce infant morbidity and mortality.\n\nB. This educational and newborn screening program shall include\n\ninformation about:\n\n1. The nature of the diseases;\n\n2. Examinations for the detection of the diseases in infancy;\n\nand\n\n3. Follow-up measures to prevent the morbidity and mortality\n\nresulting from these diseases.\n\nC. For purposes of this section, \"phenylketonuria\" means an\n\ninborn error of metabolism attributable to a deficiency of or a\n\ndefect in phenylalanine hydroxylase, the enzyme that catalyzes the\n\nconversion of phenylalanine to tyrosine. The deficiency permits the\n\naccumulation of phenylalanine and its metabolic products in the body\n\nfluids. The deficiency can result in intellectual disabilities\n\n(phenylpyruvic oligophrenia), neurologic manifestations (including\n\nhyperkinesia, epilepsy, and microcephaly), light pigmentation, and\n\neczema. The disorder is transmitted as an autosomal recessive trait\n\nand can be treated by administration of a diet low in phenylalanine.\n\nD. To the extent practicable, the list of disorders screened\n\nfor under this section shall be identical to the Recommended Uniform\n\nScreening Panel of the United States Department of Health and Human\n\nServices.\n\nE.
