Stat. tit. 63, § 63-1-534.2","heading":"State Plan for the Prevention and Treatment of AIDS -","body":"Contents.\n\nThe State Plan for the Prevention and Treatment of AIDS shall\n\ninclude, but not be limited to:\n\n1. Coordinated or joint recommendations for funding,\n\nlegislation and other appropriate action for the prevention and\n\ncontrol of the spread of the Human Immunodeficiency Virus and AIDS,\n\nthe provision of necessary treatment and other services to persons\n\ninfected with the virus, and the protection of human and civil\n\nrights and the health of the citizens of this state;\n\n2. Education and information programs about the Human\n\nImmunodeficiency Virus and AIDS which are intended for the general\n\npublic, health care professionals and other professionals, and\n\nspecialized education and information efforts, as appropriate, for\n\nthe effective prevention and control of the spread of the Human\n\nImmunodeficiency Virus and AIDS. The programs shall include, but\n\nnot be limited to, instruction indicating that:\n\na. engaging in any promiscuous homosexual, bisexual or\n\nheterosexual activity or intravenous chemical\n\nsubstance use, or contact with contaminated blood\n\nproducts is now known to be the primary method of\n\ntransmission of the Human Immunodeficiency Virus and\n\nAIDS,\n\nb. avoiding the activities specified in subparagraph a of\n\nthis paragraph is the only known method of preventing\n\nthe spread of the Human Immunodeficiency Virus and\n\nAIDS,\n\nc. sexual intercourse, with or without condoms, with any\n\nperson testing positive for Human Immunodeficiency\n\nVirus (HIV) antibodies, or any other person infected\n\nwith HIV, places an individual in a high-risk category\n\nfor contracting AIDS,\n\nd. abstinence from sexual activity is the only certain\n\nmeans of preventing the spread or contraction of the\n\nHuman Immunodeficiency Virus or AIDS through sexual\n\ncontact, and\n\ne. the use of artificial means of birth control is not a\n\nguaranteed method of preventing the spread of the\n\nHuman Immunodeficiency Virus or AIDS, and reliance on\n\nsuch a method places a person at risk for exposure to\n\nthe disease;\n\n3. An appropriate array of Human Immunodeficiency Virus testing\n\nand counseling programs and services, and Human Immunodeficiency\n\nVirus prevalence surveillance and monitoring activities, including\n\nreporting and notification of contacts, as prudent and necessary for\n\nthe protection of the public health and safety;\n\n4. Testing and education programs and services designed to\n\nprevent and control the spread of the Human Immunodeficiency Virus\n\nand AIDS among intravenous chemical substance users; and\n\n5.
