The State Department of Health, giving consideration to the\n\nrecommendations of the Advancement of Wellness Advisory Council\n\ncreated in Section 1-103a.1 of this title, shall be responsible for\n\nevaluating and reporting to the Governor and the State Commissioner\n\nof Health regarding contracting for statewide services or issues\n\nrelated to breast cancer including, but not limited to:\n\n1. Mammography and pap smear screening of women for breast and\n\ncervical cancer as an early detection health care measure provided\n\nby facilities which are accredited by national organizations that\n\nhave formed coalitions to issue national cancer screening\n\nguidelines;\n\n2. Medical referral of screened persons with abnormal breast\n\nfindings and, to the extent practical, for additional services or\n\nassistance for such persons;\n\n3. Education and training programs for health care\n\nprofessionals to improve methods for the detection and control of\n\nbreast and cervical cancer, and to improve communication with breast\n\nand cervical cancer patients after diagnosis;\n\n4. Annual public education and awareness campaigns to improve\n\nthe knowledge and health care practices of all Oklahomans with\n\nrespect to breast and cervical cancer;\n\n5. Epidemiological trend studies utilizing the data from the\n\nOklahoma Central Cancer Registry for incidence, prevalence and\n\nsurvival of breast and cervical cancer victims; and\n\n6. Outreach to groups with high proportions of uninsured and\n\nunderinsured women.\n\nB. The evaluative efforts of the Advisory Committee with\n\nrespect to contracts for services specified in subsection A of this\n\nsection shall provide appropriate oversight and requirements that\n\nresult in:\n\n1. Enhanced quality control standards within facilities which\n\nperform diagnostic cancer screening for breast and cervical cancer;\n\nand\n\n2. Establishment of a fee schedule for breast and cervical\n\ncancer screening and diagnosis that complies with accepted\n\nMedicare/Medicaid rates and that incorporates a sliding fee payment\n\nsystem to encourage self-responsibility.\n\nC. The State Department of Health, giving consideration to the\n\nrecommendations of the Advancement of Wellness Advisory Council\n\ncreated in Section 1-103a.1 of this title, shall report to the\n\nGovernor, the Speaker of the House of Representatives, the President\n\nPro Tempore of the Senate, and the State Commissioner of Health by\n\nOctober 1 of every fifth year, beginning on October 1, 2021,\n\nactivities completed pursuant to the Oklahoma Breast and Cervical\n\nCancer Act during the prior five (5) fiscal years including a report\n\nof the revolving funds expended on related activities. The report\n\nmay identify populations at highest risk for breast or cervical\n\ncancer, priority strategies, and emerging technologies including\n\nnewly introduced therapies and preventive vaccines that are\n\neffective in preventing and controlling the risk of breast and\n\ncervical cancer, and any recommendations for additional funding, if\n\nnecessary, to provide screenings and treatment for breast and\n\ncervical cancer for uninsured and underinsured women. The report\n\nmay further recommend strategies or actions to reduce the costs of\n\nbreast and cervical cancer in this state.\n\nD. The Advancement of Wellness Advisory Council shall evaluate\n\nthe prospective termination or continuation of its ongoing duties on\n\nOctober 1, 2008.
