The application by any person for a license to operate a\n\nhospital within the meaning of Section 1-701 et seq. of this title\n\nshall be accompanied by a fee to be determined by the number of beds\n\navailable for patients, to be established by the State Commissioner\n\nof Health, but not to exceed Ten Dollars ($10.00) for each bed\n\nincluded in the maximum bed capacity at such facility.\n\n2. For the purpose of determining the fee, the total number of\n\nbeds shall include cribs and bassinets.\n\nB. No such fee shall be refunded unless licensure is refused.\n\nAll licenses shall be for a period of twelve (12) months from the\n\ndate of issue. Provided that licenses may be issued for a period of\n\nmore than twelve (12) months, but not more than twenty-four (24)\n\nmonths, for the license period immediately following the enactment\n\nof this provision in order to permit an equitable distribution of\n\nlicense expiration dates to all months of the year.\n\nC. Fees for such extended licensure period shall be prorated\n\naccording to the total months to be licensed, with such amounts to\n\nbe calculated to the nearest dollar.\n\nD. All licenses:\n\n1. Shall be on a form prescribed by the Commissioner and shall\n\nnot be transferable or assignable;\n\n2. Shall be issued only for the premises named in the\n\napplication;\n\n3. Shall be posted in a conspicuous place on the licensed\n\npremises; and\n\n4. May be renewed for twelve-month periods upon application,\n\ninvestigation and payment of license fee, as in the case of\n\nprocurement of an original license.\n\nE. The Commissioner shall review current law and rules\n\npromulgated by the Commissioner that mandate that a hospital post a\n\nnotice, poster or sign in public spaces. The purpose of this review\n\nshall be to coordinate the placement, format and language required\n\nin mandatory signage. All signage shall be reviewed for the\n\nfollowing:\n\n1. Duplication of information;\n\n2. Reduce the potential for confusion to patients, families of\n\npatients and others; and\n\n3.
