There is hereby created in the State Treasury a revolving\n\nfund for the State Department of Health to be designated the\n\n\"Primary Health Care Development Revolving Fund\". The fund shall be\n\na continuing fund, not subject to fiscal year limitations, and shall\n\nconsist of appropriations, grants, gifts and other money obtained\n\npursuant to this act.\n\nB. All monies accruing to the credit of the fund are hereby\n\nappropriated and may be budgeted and expended by the State\n\nDepartment of Health for the enhancement and establishment of\n\nfederally qualified health centers or federally qualified look-alike\n\ncommunity health centers, as defined by 42 U.S.C., Section\n\n13986d(1)(2)(B).\n\nC.
