Before July 1, 2007, the State Department of Health shall\n\nestablish and implement a program to facilitate funding to\n\nnongovernmental entities that provide alternatives-to-abortion\n\nservices. The services must be outcome-based with positive outcome-\n\nbased results.\n\nB. During the 2006 interim, the State Department of Health\n\nshall make annual reports to the Speaker of the House of\n\nRepresentatives and the President Pro Tempore of the Senate\n\nregarding the status of the alternatives-to-abortion services\n\nfunding, the first of which must be made by December 1, 2006.\n\nC. The Department may contract with nongovernmental health care\n\nand special service organizations to provide services offered under\n\nthe program. The services must be outcome-based with positive\n\noutcome-based results. The Department may not contract with a\n\nprovider of adoption services not licensed by the state.\n\nD. The State Department of Health shall promulgate rules\n\nnecessary to implement the provisions of this act.\n\nE. As used in this section, “alternatives-to-abortion services”\n\nmeans those services that promote childbirth instead of abortion by\n\nproviding information, counseling, and support services that assist\n\npregnant women or women who believe they may be pregnant to choose\n\nchildbirth and to make informed decisions regarding the choice of\n\nadoption or parenting with respect to their children.\n\nThe information, counseling and services provided under this\n\nprogram may include, but are not limited to:\n\n1. Medical care;\n\n2. Nutritional services;\n\n3. Housing assistance;\n\n4. Adoption services;\n\n5. Educational and employment assistance, including services\n\nthat support the continuation and completion of high school;\n\n6. Child care assistance; and\n\n7.
