It shall be unlawful for any person employed by this state\n\nor any agency or political subdivision thereof, within the scope of\n\nthe person’s employment, to perform or assist an abortion not\n\nnecessary to save the life of the mother except when the pregnancy\n\nresulted from an act of forcible rape which was reported to the\n\nproper law enforcement authorities or when the pregnancy resulted\n\nfrom an act of incest committed against a minor and the perpetrator\n\nhas been reported to the proper law enforcement authorities. It\n\nshall be unlawful for any public institution, public facility,\n\npublic equipment, or other physical asset owned, leased or\n\ncontrolled by this state or any agency or political subdivisions\n\nthereof to be used for the purpose of performing or assisting an\n\nabortion not necessary to save the life of the mother except when\n\nthe pregnancy resulted from an act of forcible rape which was\n\nreported to the proper law enforcement authorities or when the\n\npregnancy resulted from an act of incest committed against a minor\n\nand the perpetrator has been reported to the proper law enforcement\n\nauthorities. This subsection shall not be construed to prohibit use\n\nby private entities of public utilities or the services of\n\nfirefighters or police.\n\nB. It shall be unlawful for any funds received or controlled by\n\nthis state or any agency or political subdivision thereof,\n\nincluding, but not limited to, funds derived from federal, state or\n\nlocal taxes, gifts or grants, federal grants or payments, or\n\nintergovernmental transfers, to be used to encourage a woman to have\n\nan abortion not necessary to save her life, except to the extent\n\nrequired for continued participation in a federal program.
