Stat. tit. 63, § 63-1-747.3","heading":"Order of priority","body":"Subject to any applicable requirements of federal statutes,\n\nrules, regulations or guidelines, any expenditures or grants of\n\npublic funds for family planning or counseling services by the State\n\nof Oklahoma, by and through the Department shall be made in the\n\nfollowing order of priority:\n\n1. To public entities;\n\n2. To nonpublic hospitals, federally qualified health centers,\n\nand rural health clinics; and\n\n3.
