The State Board of Health shall promulgate such rules as are\n\nnecessary to implement the provisions of the Long-term Care\n\nCertificate of Need Act and meet the requirements of federal\n\nregulations. The State Department of Health may administer oaths at\n\nany hearing or investigation conducted pursuant to the Long-term\n\nCare Certificate of Need Act, and receive federal grant or contract\n\nfunds by complying with the requirements therefor.\n\nB.
