Stat. tit. 63, § 63-1-870","heading":"Legislative statement of need","body":"The Oklahoma State Legislature hereby finds and declares that\n\nthere is an inadequate range of community-based services for frail\n\nelderly and disabled adults and that there is an urgent need to\n\nestablish, support and regulate a community-based system of quality\n\nadult day care programs to:\n\n1. Provide a protective social environment which may include\n\nhealth remedial, restorative and social services designed to\n\nmaintain maximum independence and to prevent premature or\n\ninappropriate institutionalization of functionally impaired elderly\n\nor disabled adults;\n\n2. Provide periods of relief for family caregivers, sometimes\n\ncalled respite care, to enable them to continue caring for an\n\nimpaired person at home; and\n\n3.
