Stat. tit. 63, § 63-1053","heading":"Finding and declaration of necessity","body":"It is hereby declared:\n\n(a) that there exists in urban and rural areas in certain\n\ncounties in the state unsanitary, unsafe, and overcrowded dwelling\n\naccommodations; that in such urban and rural areas within the state\n\nthere is a shortage of safe or sanitary dwelling accommodations\n\navailable at rents or prices which persons of low income can afford\n\nand that such shortage forces such persons to occupy unsanitary,\n\nunsafe, and overcrowded dwelling accommodations;\n\n(b) that the aforesaid conditions cause an increase in and\n\nspread of disease and crime and constitute a menace to the health,\n\nsafety, morals and welfare of the residents of the state; that these\n\nconditions necessitate excessive and disproportionate expenditures\n\nof public funds for crime prevention and punishment, public health\n\nand safety, fire and accident protection, and other public services\n\nand facilities;\n\n(c) that these slum areas cannot be cleared nor can the shortage\n\nof safe and sanitary dwelling for persons of low income be\n\nadequately relieved through the operation of private enterprise and\n\nthat housing projects for persons of low income as herein defined\n\nwould therefore not be competitive with private enterprise;\n\n(d) that such projects would also make housing available for\n\npersons of low income who are displaced in the rehabilitation,\n\nclearance, or redevelopment of slums and blighted areas or as the\n\nresult of other governmental action, and for veterans of low income\n\nwho are unable to provide themselves with decent housing on the\n\nbasis of the benefits heretofore made available to them through\n\ncertain government guarantees of loans to veterans for the purchase\n\nof residential property;\n\n(e) that the clearance, replanning and preparation for\n\nrebuilding of these areas and the providing of safe and sanitary\n\ndwelling accommodations and maintaining a wholesome living\n\nenvironment for persons of low income are charitable and public uses\n\nand purposes for which public money may be spent and private\n\nproperty acquired and are governmental functions of state concern;\n\n(f) that residential construction activity is closely correlated\n\nwith general economic activity and that the undertakings authorized\n\nby this act to aid the provision of better housing and more\n\ndesirable neighborhood and community development at lower costs will\n\nmake possible a more stable and larger volume of residential\n\nconstruction activity which will assist materially in maintaining\n\nfull employment; and\n\n(g) that it is in the public interest that preparations for such\n\nprojects and activities be made now, and that the necessity in the\n\npublic interest for the provisions hereinafter enacted is hereby\n\ndeclared as a matter of legislative determination.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"68681eaebdfca602d04c91c519097eb626cca054b3c07aa745a435e94d410580","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-1052","next":"us-ok/okla.-stat.-tit.-63-63-1054"},"notice":"GroundRules: Original legal text.
