Stat. tit. 63, § 63-1058","heading":"Appointment, qualifications, tenure and meetings of","body":"authority commissioners.\n\nA. When a housing authority is authorized to transact business\n\nand exercise powers hereunder, five (5) persons shall be appointed\n\nas commissioners of the authority as follows:\n\n1. In the case of a city, by the mayor with the advice and\n\nconsent of the governing body; or\n\n2. In the case of a county, by the board of county\n\ncommissioners, and at least one of the persons so appointed shall be\n\na tenant in a housing project under the jurisdiction of such\n\nauthority. The term of office of each commissioner shall be for\n\nthree (3) years, except that of the commissioners first appointed\n\none shall serve for a term of one (1) year and two shall serve for\n\nterms of two (2) years. All vacancies shall be filled for the\n\nunexpired term. Each commissioner shall qualify by taking the\n\nofficial oath of office prescribed by statute or ordinance for\n\nelected officials of the county or city, as the case may be.\n\nB. A commissioner shall receive no compensation for his\n\nservices, but may be entitled to the necessary expenses, including\n\ntraveling expenses, incurred in the discharge of his duties or,\n\nexcept as otherwise provided in this subsection, receive a per diem\n\npayment of not to exceed Thirty-five Dollars ($35.00) plus mileage\n\nas provided by the State Travel Reimbursement Act, Section 500.1 et\n\nseq. of Title 74, for expenses incurred in attending meetings of the\n\nhousing authority. An Indian housing authority or the tribal\n\ngovernment the authority serves may elect to set a different\n\nmonetary amount for per diem and mileage payments than specified in\n\nthis subsection for the commissioners of that Indian housing\n\nauthority. Each commissioner shall hold office until his successor\n\nhas been appointed and qualified. A certificate of appointment or\n\nreappointment of any commissioner shall be filed with the authority\n\nand this certificate shall be conclusive evidence of the due and\n\nproper appointment of the commissioner.\n\nC. The powers of each authority shall be vested in the\n\ncommissioners thereof in office from time to time. A majority of\n\nthe commissioners of an authority shall constitute a quorum for the\n\npurpose of conducting its business and exercising its powers and for\n\nall other purposes, notwithstanding the existence of any vacancies.\n\nAction may be taken by the authority upon a vote of a majority of\n\nthe commissioners present, unless in any case the bylaws of the\n\nauthority shall require a larger number. Meetings of the\n\ncommissioners of an authority may be held anywhere within the area\n\nof operation of the authority or within any additional area in which\n\nthe authority is authorized to undertake a project. Such meetings\n\nshall be held pursuant to the provisions of the Open Meeting Act,\n\nSection 301 et seq. of Title 25 of the Oklahoma Statutes.\n\nD. The commissioners of an authority shall elect a chairman and\n\nvice chairman from among the commissioners. An authority may employ\n\nan executive director, legal and technical experts and such other\n\nofficers, agents and employees, permanent and temporary, as it may\n\nrequire, and shall determine their qualifications, duties and\n\ncompensation.
