For purposes of this chapter:\n\n1. \"Explosive\" means any chemical compound or mechanical\n\nmixture that is commonly used or which is intended for the purpose\n\nof producing an explosion and which contains any oxidizing and\n\ncombustive units or other ingredients in such proportions,\n\nquantities, or packing that an ignition by fire, by friction, by\n\nconcussion, by percussion, by chemical reaction, or by detonation of\n\nany part of the compound or mixture may cause gaseous pressures\n\ncapable of producing destructive effects on contiguous objects or of\n\ndestroying life or limb. Provided, that dynamite, nitroglycerin,\n\ngunpowder, blasting powder and trinitrotoluene shall be deemed\n\nexplosives without further proof of their explosive nature. The\n\nterm \"explosive\" shall also include all material which is classified\n\nas explosive by the United States Department of Transportation. The\n\nterm \"explosive\" shall not include explosives in the forms\n\nprescribed in the official UNITED STATES PHARMACOPOEIA; fireworks as\n\ndefined by Section 1622 of Title 68 of the Oklahoma Statutes; or\n\nsmall arms ammunition and components therefor, which are subject to\n\nthe Gun Control Act of 1968 (Title 18, Chapter 44, U.S. Code) and\n\nregulations promulgated thereunder;\n\n2. \"Blasting agent\" means any material or mixture consisting of\n\na fuel and oxidizer, intended for blasting, not otherwise classified\n\nas an explosive, provided that the finished product, as mixed and\n\npackaged for use or shipment, cannot be detonated when unconfined by\n\nmeans of a test blasting cap containing two (2) grams of a mixture\n\neighty percent (80%) mercury fulminate and twenty percent (20%)\n\npotassium chlorate, or a cap of equivalent strength. The term\n\n\"blasting agent\" shall not include explosives in the forms\n\nprescribed in the official UNITED STATES PHARMACOPOEIA; fireworks as\n\ndefined by Section 1622 of Title 68 of the Oklahoma Statutes; or\n\nsmall arms ammunition and components therefor, which are subject to\n\nthe Gun Control Act of 1968 (Title 18, Chapter 44, U.S. Code) and\n\nregulations promulgated thereunder; and\n\n3. \"Person\" means any individual, firm, copartnership,\n\ncorporation, company, association, joint stock association, and\n\nincludes any trustee, receiver, assignee or personal representative\n\nthereof.","path":["OK Code","Title 63"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os63.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"10693c68d1b995ef92fce547218c9edf64ce1c1b47ad0124e4a0310bb7fc6f57","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-63-63-1099","next":"us-ok/okla.-stat.-tit.-63-63-122.1"},"notice":"GroundRules: Original legal text.
