Pursuant to the Oklahoma Explosives and Blasting Regulation\n\nAct, except as otherwise provided by this part, the Department of\n\nMines shall be responsible for the administration, regulation and\n\nenforcement of all blasting operations or activities, and the\n\nstorage and use of all blasting agents and explosives by any person,\n\nwhich is not located within the area of a mining operation or site.\n\nB. Except as otherwise provided by this part, it shall be\n\nunlawful for any person to store or use any blasting agents or\n\nexplosives, or conduct, supervise or control a blasting operation in\n\nthis state without first complying with the provisions of the\n\nOklahoma Explosives and Blasting Regulation Act and rules\n\npromulgated by the Oklahoma Mining Commission.\n\nC. Except as otherwise required by this part, by January 1,\n\n1996:\n\n1. Any person performing blasting activity shall be certified\n\nas a blaster by the Department of Mines;\n\n2. All blasting operations shall be conducted under the\n\ndirection of a certified blaster. Blaster certification may be\n\nobtained from the Department upon application and proof of\n\ncompetency as determined by rules of the Department; and\n\n3. Before January 1, 1996, all blasting operations and\n\nactivities shall be conducted by competent, experienced persons who\n\nunderstand the hazards involved.\n\nD. Any blaster certification issued by the Department shall be\n\ncarried by the blaster or shall be on file at the blasting area\n\nduring blasting operations.\n\nE.
