No person shall purchase blasting agents or explosives in\n\nthis state without first obtaining a permit pursuant to the Oklahoma\n\nExplosives and Blasting Regulation Act or without first obtaining\n\nwritten notification from the Department of Mines that the person is\n\nexempt from this permit requirement.\n\nB. Distributors or sellers of blasting agents or explosives\n\nshall require presentation of either the permit or exemption\n\nnotification required in subsection A of this section before the\n\nsale or transfer of blasting agents or explosives.\n\nC.
