The Department of Mines shall promulgate the necessary rules\n\nto implement the provisions of this Division. Rules promulgated by\n\nthe Department shall include but not be limited to requirements for\n\nblasting plans, use of explosives, public notices, and records.\n\nB. The Department of Mines may establish a schedule of fees to\n\nbe charged for applications for or issuance of new and renewed\n\ncertifications and permits required pursuant to this division. The\n\nfees shall be subject to the following provisions:\n\n1. The Department shall follow the procedures required by the\n\nAdministrative Procedures Act for promulgating rules in establishing\n\nor amending any such schedule of fees;\n\n2. The Department shall base its schedule of fees upon the\n\nreasonable costs of operating the programs specified by this\n\ndivision; and\n\n3.
